Attention, Cobble Hill seniors! Our Assemblymember, Jo Anne Simon, is hosting her annual Senior Resource Fair this coming Friday, June 24, from 11 AM to 2 PM at St. Francis College. 

Fence upgrade at Cobble Hill Park

If you’ve noticed that the iron fence around Cobble Hill Park is looking better and brighter, you’re seeing correctly! With the collaboration of The Friends of Cobble Hill Park, local businesses, the Cobble Hill Association, and private donations, a major rehabilitation and painting of the perimeter fence is currently underway. Much of the labor is being supplied by The Friends of Cobble Hill Park, the volunteer group that has tended the half-acre park for nearly 30 years.

In conjunction with the New York City Department of Parks and Recreation, and supported by the Cobble Hill Association, the volunteers of FCHP regularly plant, water, weed, clean, and repair the park’s greenery and grounds. They also spearhead special improvement projects, like last year’s tree survey, which involved the surveying, pruning, and protecting of the park’s forty trees, an endeavor funded by the Cobble Hill Association and the Cobble Hill Tree Fund.

This year’s special assignment is the fence upgrade, organized by longtime resident Barbara Krongel, in which several hundred feet of fencing are being scraped, primed, and painted. "That fence is a major feature," Krongel said, "and when it's shabby, the entire place is affected." John Parker, owner of JP Interiors, arranged for a Benjamin Moore representative to inspect the site and make recommendations. "I know many of my customers love the park and I wanted to contribute," he said. And JP Interiors’ staffers contributed as well, by helping with scraping and prep work. They aren’t the only generous friends of the park: Matt Mazzone of Mazzone's Ace Hardware donated paint and supplies, while store manager Liz Civiletti and staff answered endless questions from the willing but inexperienced volunteers. The local NYC Parks Department district office has provided logistical support.

Because the job is so enormous, other organizations are also pitching in. Hannah Gall and Jaimie Beddoe of Partnership for Parks, a joint program of City Parks Foundation and the NYC Parks Department, recently fielded a crew of over seventy fence-painting volunteers from Viacom. And new Cobble Hill resident, Liz Ott, an operations manager with YouTube, is recruiting colleagues from her office for a June 30th volunteer day at the park.

MTA Announces Express F Service to Return in 2017

On Tuesday the MTA announced that express service is set to return to the F line in Brooklyn beginning this summer and with full implementation in 2017. Express service was cancelled in 1987, but due to a political campaign led by City Council Member David Greenfield, who represents Borough Park, it will be reinstated during rush hour.

The change will save time for many south Brooklyn commuters, but it does mean that express trains will skip Bergen Street, Carroll Street, 4th Ave - Smith Street, and 4th Ave - 9th Street. According to the MTA's ridership data (below) these are some of the most heavily used F stations in Brooklyn. Every other train will go express, and since MTA is unable to run additional trains that means a 50% service reduction at local stations.

In MTA's analysis express stop riders will save an average of 3.4 minutes on trips into Manhattan, while local stop riders will add 1.3 minutes to their trip. In exchange, the agency claims local trains will be less crowded, which may be attractive to Bergen Street riders who sometimes must let packed trains pass them by.

Our local representatives Council Member Lander, State Senator Daniel Squadron, and Assembly Member Jo Anne Simon released a joint statement with other officials expressing dismay at the decision and the MTA's opaque process.

Bergen Street has an express platform on the lower level that has sat defunct for years. The $75 million renovation required to open it to the public means it will not be an option MTA considers any time soon.

Citibike to Present Its CB6 Locations on Thursday

The Community Board Six Transportation & Public Safety Committee will meet on Thursday evening at 6:30pm at the P.S. 58 auditorium. Items on the agenda include:

• Presentation and discussion with representatives of the Kings County District Attorney's Frauds Bureau and Police Department on the prevention and reporting of debit/credit card and ID theft.
• Rescheduled update and presentation on the Department of Transportation's plans to roll-out CitiBike, the City's bike share program, to the district.
• Presentation and discussion with representatives for the Department of Transportation on a proposal to upgrade the existing Bond Street bicycle lane in the district.

The Citibike presentation is on this month's schedule after being postponed at March's meeting. The Committee expects the company to present it's final locations after conducting community outreach about station locations beginning last summer. Last fall, the Cobble Hill Association worked with CB6 to submit feedback based on local input to Citibike and the DOT about the docks slated for our neighborhood. BQE Triple Cantilever Rehabilitation to Begin Soon

Last week the CHA joined other local associations and elected officials for our first look at the rehabilitation plans for the Brooklyn Queens Expressway triple cantilever. This is the layered section of the expressway nested under the Brooklyn Heights Promenade as the road runs adjacent to Brooklyn Bridge Park.

NYC DOT states that design is set to begin in 2016, and construction will start in 2021 and last for 5 years with a completion date of 2026. During construction the agency has examined multiple alternatives for rerouting traffic, but none are entirely viable. In any case, this plan will unleash a good deal of traffic in and around the neighborhood through the course of its work. Community outreach is scheduled to continue throughout multiple stages of the project.

The plan includes a traffic study at the Atlantic Avenue interchange, to explore possible improvement to the "sub-standard geometry" at ramps. This has the potential to result in safer conditions on Atlantic Avenue between Hicks and Columbia Street, along the entry way to Brooklyn Bridge Park.

Support Area Farms by Joining a Local CSA

Cobble Hill is lucky to have two Community Supported Agriculture (CSA) programs operating in our neighborhood. Joining a CSA is a great way to get fresh, seasonal, local produce on your table, and support regional farmers. CSA supporters offer important capital to local farmers at the beginning of the growing season to support farms with sustainable practices. In exchange for investing in the CSA, farmers send you their fresh harvest, week by week.

This year marks the 21st season for the Cobble Hill CSA, started in 1996. This CSA works with Green Thumb Organic Farms in Long Island and Wikklow Orachards in the Hudson Valley. In addition to vegitable shares, members can sign up to recieve optional shares of flowers, herbs and other products. Weekly pickup is at the Kane Street Synagogue. This Tuesday, April 26th, meet the farmers to find out more about the CSA, and learn what types of produce you'll get this summer, at the Synagogue on 236 Kane Street. News from the Cobble Hill Assocation

As was reported on this blog last January, Fortis still has not provided a more detailed plan for its proposed development of the LICH site. However, the Cobble Hill Association has been hard at work on a number of fronts relating to the LICH development, as well as organizational issues of the Association.

Legal developments. As we wait for Fortis to file a ULURP for the LICH project, our attorney Marvin Mitzner has been actively corresponding with the Department of Parks and Buildings to have public access restored to the northern Henry Street playground and the Pacific Street pedestrian walkway.

Urban Planning Issues. CHA's Urban Planning Committee—nine members including architects, urban planners, a landscape architect and community members—has met weekly since late February to formulate "foundational principles" that will serve as guidelines for evaluating the components of Fortis’ ULURP proposal once it is filed and the review process begins.

CHA Nominating Committee. A Nominating Committee has been formed to propose a slate of new board officers for the next two-year term. Service on the board is open to all Cobble Hill Association members in good standing. The election will take place at the May 11 spring meeting.

Membership Drive. A membership campaign will be taking place over the coming weeks.  Watch for forthcoming emails and mailings, and please consider joining or re-joining. Your engagement and support will be so important over the coming year.

E-Waste Recycling Drop Off Next Saturday

Remember that old printer sitting in your closet? That tangled knot of wires haunting your drawers? And don't forget all your old cell phones, tapes, and VCRs. It's time to do some spring cleaning and recycle all that E-junk the right way. Next Saturday, April 2nd, the Lower East Side Ecology Center's E-Waste Warehouse in Gowanus will set up shop on Smith Street between President and Union to take all that stuff off your hands.

It's a great time to sift the useless tech and obsolete clunkers out of your house, and send them to a new home, or to be properly disposed. Don't get fined by the city for chucking your electronic waste into your curbside trash. The Gowanus E-Waste Warehouse ensures that the harmful chemicals and heavy metals in all our electronics are disposed of safely, and don't end up in land fills. Items that still works can be refurbished and sold from their space at President Street and Nevins Street, and vintage items are rented as props for plays and movies.

Participatory Budgeting Vote Week is Coming Up!

Participatory Budgeting is back for its fifth year with a new set of proposals! This NYC Council initiative encourages its members to set aside a portion of their budget dedicated to funding proposals that are created, and voted on, by their constituents. Our representative Brad Lander was among the first four Council Members to bring this innovative process of community engagement to New York, and this year he will be joined by 27 of his peers.

Council Member Lander's office accepted proposals for PB capital projects through the fall. Since then, volunteer budget delegates have refined the proposals and had vetted them with the relevant city agencies. The 13 projects below will appear on the 2016 District 39 PB ballot, competing for $1.5 million in funds that CM Lander dedicated to the process. Any District 39 resident 14 years or older may vote for up to 5 proposals. Participants do not have to be a registered voters, they must only show proof of address.

A Brooklyn-Queens Street Car

At Thursday night's State of the City address, Mayor Bill De Blasio announced a proposal to add a new street-level tram along the Brooklyn and Queens waterfront. The BQX street car would run from Sunset Park up to Astoria, passing through several waterfront neighborhoods that do not have subway access, like Red Hook. Preliminary maps show the trolley traveling along Columbia Street, with a station at Pier 6. In addition to the expanded East River Ferry service, this is the second new transit route proposed for the Columbia waterfront.

The plan's $2.5 billion price tag has been criticized by some transit advocates, who suggest that the money could be put to better use increasing express bus service or expanding transit options in more poorly served areas. Questions about the future line's ridership and its integration with the MTA Metrocard are still unanswered. The project will begin gathering community input this year, and is expected to get construction permits no earlier than 2017.

Brooklyn train enthusiast Bob Diamond, who discovered the Cobble Hill Tunnel under Court and Atlantic in 1981, has long been an advocate for the return of the waterfront trolley that ran through Red Hook and DUMBO. He lauded Thursday's news, and hopes to work with the De Blasio administration to make the new proposal a reality.

Public Meeting with NYU Langone

This Wednesday, representatives from NYU Langone will present updates on their Cobble Hill healthcare operations to the Community Board Six Human Services Committee. The committee will discuss the current, and future, healthcare offerings in the neighborhood. Community Board committee meetings are open to the public. An Update on the Proposed Redevelopment of the LICH site

A few days before Christmas, the Cobble Hill Association and all the elected officials who have been involved on the community’s behalf were asked to attend a meeting at City Hall because Mayor de Blasio's administration was taking a direct interest in the redevelopment process and had a new ULURP proposal to present.

The CHA agreed to participate in the meeting so we could understand the new ULURP proposal as fully as possible.  We made it clear to the administration that we were not indicating any acceptance or agreement with City Hall or Fortis as part of the process of information gathering that the meeting represented.

CHA representatives had also attended a December meeting where NYU described their plans for the new medical center to be developed on the former LICH site, regardless of what type of residential development occurs.  After this meeting, CHA and the Brooklyn Heights Association, which also attended, sent a letter to NYU outlining a number of concerns about infrastructure issues relating to the medical center.

In the pre-Christmas City Hall meeting, two members of the de Blasio administration outlined a new ULURP plan that includes a reduction in market-rate residential and affordable housing square footage, but a larger school than previously proposed.  During the meeting, CHA representatives made it clear that the plan does not fully address the community's issues with the original ULURP proposal, and that our information from the NYU meeting and the proposal of a larger school raised many infrastructure- and traffic-related issues.  The City Hall representatives asked that the CHA to develop a list of information requirements and that we attend a second meeting early in the new year.

The list of information requirements requested after the first City Hall meeting included questions relating to basic infrastructure issues, such as traffic, parking, safety, access and entrances to the medical center and school, and other subjects relating to neighborhood open spaces and environmental issues.  At the post-New Year meeting at City Hall, some information was provided and additional information promised.

CHA is continuing to pursue information gathering on all the elements of the new ULURP plan and intends to communicate its best understanding of the plan to the community at the earliest possible time.

Don't Trash Your Tree, Mulch It!

Happy New Year Cobble Hill! The NYC Parks Department will be running its annual Mulchfest, where the city collects christmas trees to be chipped into mulch. Rather than leaving your tree on the curb, "treecycle" it at Cobble Hill Park next weekend on January 9th and 10th. Bringing your tree to Mulchfest saves the DSNY time and money and supplies the Parks Department with mulch that it uses in its stewardship of the city's natural areas. Mulch will also be available at Cobble Hill Park for any home gardeners.
